Mr. Foster is a graduate of LA Tech University with a degree in Sociology and dual major of Psychology.  He is certified as a Notary Signing Agent (loan signing professional).  He is licensed in the State of Maryland as a Title Insurance Producer.  He is a member of the National Notary Association (NNA) and the Maryland Land Title Association (MLTA).
